FEMA reopens no bid contracts for clean up and rebuilding of N.O.

FEMA has reconsidered after a firestorm of criticism came over no bid contracts over the clean up and rebuilding of New Orleans. The primary concern was that local contractors were being shut out but should get priority since they probably need the business. A subsidiary of Halliburton was initially hired for some of the major contracts. Part of the reason is that in certain cases only a few companies are in a position to provide the type of services that the government is looking for.
