GAO: Dept. of Education should not have paid columnist

The Government Accounting Office (GAO), the investigative arm of congress, issued a report regarding the Dept. of Education funding a public relations campaign for the No Child Left Behind law. Armstrong Williams, a conservative columnist, was paid $240,000 by the Bush administration to advocate the positive aspects of the program. The GAO said that the program suggested it as a news item rather than a commercial.
