A government loan program designed to assist small businesses recover from 9/11 in some cases were misappropriated. There was fund set up by the government of $5B. This was primarily administered by the Small Business Administration through banks. Some businesses got loans even though they were not directly impact by 9/11. Business owners say they were unaware that was what it was for when they received the loan.
