Army Corpse of Engineers says that nighmare scenario with levee is coming true. Water is leaking through the levees as well as overflow is ocurring that were designed to alleviate the flooding. Hurricane Rita is wreaking havoc on New Orleans again. The city is under a Tropical Storm Warning.
