While most victims have been cooperative, some rescue teams have required police protection as they try to help victims in terms of rescue and doctors trying to help victims that need medical attention. The Mayor of New Orleans has security detail as they desperately attempt to get the city under control. Gangs have been the primary culprit of the crimes being committed. Law and order should be restored soon as the National Guard comes in to assist in this effort.
