US Ambassador ruffles feathers as he proposes reform for UN

US Ambassador John Bolton ruffled feathers as expected as he proposed changes to UN. Bolton's changes reflect Bush administration policy goals for UN. While some were critical of the changes other countries such as Russia and China had proposed changes as well just weeks before the World Summit scheduled in mid-September. The State Department defended Bolton saying that whenever you have multilateral negotiations there are bound to be differences that need to worked out.
